I've kept them in a jar, no water changes at all, and they all lived very happily, reproduced an got really big. It was unheated, no filter at all, and only aerated once a day. I'm sure that with a water change every month you'd be fine, as for heater you don't need one!

What about the water purifier stuff? Like what if I wanted to put them in a 1 gallon tank?
