3. But my tank isn't very deep so it is high intensity. And the anemone is up the top of the tank. I am testing my water right now.

3 bulbs are a bit iffy for anemones. They need an awful lot of light.

Ok here are my parameters.
Temp: 25.1
Salinity: 1.023
pH: 8.1
Alkalinity: 9
Calcium: 400ppm
Ammonia:0
Nitrite: 0
Nitrate: 0
Phosphate: 0.5

Other than raising the salinity a bit, your water looks good.

I just went out and bought a refractometer and it measured y salinity as 1.027

Ok her are some photos of the anemone with lights.
First photo is of it with the moonlights
Second photo is of it with the actinic
Third photo is of it with full lighting (the photos are picking up how bright the lights are as my camera isn't the best) also how much should I be feeding the anemone. Also in the third photo it isnt fully open as I just fed it.
