Self Picked Live Rock From Gulf Of Mexico, Help!

:? I live close to the Gulf Of Mexico coast, (Houston) Can I use Live Rock from this water in my tank? If not, Why? If so, how do I go about preparing the Live Rock for my Saltwater Tank?

1. It is illegal
2. Unless you have a boat to go far out in the gulf it will be very polluted like the sand on the surf.
3. Red tide has destroyed all the rock this year.
4. I am sure someone else will think of something.
