Soutdown in the Bay Area?

Okay so I have bought some Basalite brand Play Sand from Home depot and not real confident that it is equivalent to Southdown (Old Castle etc..). The MSDS from the Basalite home page mentions that it does have Silica in it but there is also a mixture of Quartzite in it. I tried two home depots and they basically carry the same stuff. Has anyone in the South Bay area found a location for this stuff????

Question number 2 . If I am cycling my tank for the first time with the recommended live rock and DSB layer do I add the top layer of LS before or after the cycling process? I would think before but hell I am just a newbie.
 
include the LS in the begining, it will help the process along as it will cary bacteria and critters with it.
