starting 20 gal long nano

I am in the process of planning a 20 gallon long nano reef. Here is what I have in mind so far:

-20 gallon long tank
-2x 55w 30" power compact with legs, and 2 1/2 watt moon lights
-2 maxi jett 400 or 600 power heads
-40 pounds of live sand
-20 pounds of live rock, maybe later slowly adding up to 25 pounds
-heater of some sort
-hang on filter with no media just for a little extra water and water flow

I would like to have a few small fish in here as well. No more than 3. Along with some shrimp, snails and crabs.

Will I have enough bio filtration to handle this? I would like to add a skimmer, but don't think there will be enough room.

Any advice, input, or tips at all will be greatly appreciated!!!!
