Whats the best way to prep a tank, rock and sand after storage? Just rinse with RO and away we go?

I'll use the 50/50 mix of water and vinegar to clean the tank.
Will the sand be safe to use if its been sitting "wet" from the last 6 months? I kept about 1" of water over it. It was only used in the tank for about 4 months before we ended up selling our house and moving.

I personally wouldnt use the sand. I would use tap water rather than ro water as the chlorines in it will kill some of the nasties that would of breed in there.
Vinegar, water and dissolved salt together is the mixture ive used in the past for dirty tanks.
