My Test kit said today ammonia 0, Nitrite 0, Nitrate 5ppm. It has fish I know alot of people don't like that. I have 19Lb of Live rock. I have brown algea all over my live sand. Does that mean My tank is Cycled now? The fish have been in it for 9 days. Would I be able to add a snail yet? I checked my test today and yesterday same thing. My skimmer is pulling out brownish green stuff. It stinks.
 
It sounds like your cycle is complete. The brown algae is diatoms and will burn off soon. I would monitor the tank for a few more days just to make sure your levels are stable, and then, yes, you can add snails, hermits, whatever you want.
