Hi. I am thinking about setting up a breeding system that will consist of several tanks and a sump. What is the best tank to sump size ratio?

there is no real formula to it. just get the biggest sump you can fit

+1 get what you can fit/afford.
A 40g Breeder works well. I like their footprint and that it doesn't have a brace.
