water change

my friend bought LR from LR.com. she is putting it in the quarantine tank instead of the main tank. the ammonia now is 4ppm. she decided to change the water. how much of water she should change? she is planning to change the whole tank. is that ok?
 
Changing all the water is a bad idea. If there isn't any fish in the qt, you don't have to change it at all. If it's to preserve the life on the lr, then maybe 40%.
 
that's what i told her but she won't listen to me. so she changed 60% of the water....
is that still ok?
 
Many people have suggestedn changing enough water to keep the ammonia at or below 2ppm during cycling with LR or fish. Mine was 8+ for 5 days with just sand in the tank no fish or LR- so I would have been changing water like a madman!!!

Day 17 of cycle: ammonia 0 ; nitrite <5 ; nitrate ~ 50
