white stringy stuff

when ever i change the water for the weekly 20% change in my 55g tank, i take the fake rock/bubbler, and clean it and when i take out the water, and wait for my 11g change tank to fill up i notice that there are these like white stingy things floating in the 55g tank and cloud the water.

is it bad?
what could it be?
ne thing i can do?

ive noticed that also... in mine.. and i have no livestock in it.. it happened after the dust cleared.. (just setup a 29g salty) Only thing in the tank is salt water and livesand lol
