The nitrifying bacteria is not in the water. It resides on surfaces like tank surfaces and live rock.

What is your current experience with saltwater? This is definitely not a beginner tank.

I agree here. I'd get your feet wet with a fish only with live rock tank before you attempt a difficult ray.
