Hello:

Have had my new 29g up for about a month now. pH around 7.5 (same as my 75g), ammonia has leveled out at 0, but NO2 is testing at around 1.6. I've done 2-3 partial water changes in the past couple weeks, yet the number is still high. What do you guys suggest? Do I still have some time to wait? Fish are 6 small rosy barbs, 1 swordtail and one turq. rainbow. Filter is a Penguin 200 and temp is 78 deg.

Keep doing water changes. I would do them every day until you get that level down below 1.
 
Yep, daily water changes to keep nitrites down. Your bacteria will catch up, and in the meantime you want to spare your fish the exposure to nitrite.
