2nd tank cycle question

Just to keep you up to date, the tank still ain't cycled, been 3 weeks now, I tried to put a red cherry shrimp in, today I saw him being smashed behind the filter and dead...

I'll try again in two - three weeks.

what are you water parameters? if you add some established filter media it will fast track your cycle and you'd probably be safe to add livestock in a week or so.
