5 gallon filter?

I have had a spare 5.5 for a while and I want to make it a nano shrimp tank maybe with some dwarf rasboras. I am looking for a good small filter that wont be very loud. Any ideas?

Also lighting wise I only have a cfl 18 Watt in a clip on light and I'm thinking I want to plant it heavily. What is the higherst wattage I can do without co2 for a 5.5 since the wpg rule doesn't work on smaller tanks?
