Are they really necessary? Will the turbulence created by the filter be enough aeration for a 55g freshwater tank?
 
Air stones are not necessary IMO. But they do look nice and fish seem to like them. Also help circulate water.
 
I also have this question. In a 10 gallon tank will a penguin bio-wheel filter provide enough air or do i need a air pump
 
If you are using a canister filter, IMO you should look into an air pump. If you are using a power filter then you should be fine.

A lot of the time it's aesthetic but there are times when it's needed.

If you have an over crowded tank or canister filter than you will usually need that added aeration to ensure enough oxygen is getting into the tank. If you have a good hob that is creating a lot of surface movement it's usually enough but they certainly can't hurt. You can also lower your water level a touch to get some more flow going. Even an amount of less than an inch can make a nice difference I've found
