Algae stop solution, does it work

My new 25 gal tank that has been going for about a month now and going through cycle has an extreme algae problem. WC every week and within days of cleaning my substrate and tank walls are covered with algae.
No plants and a small T5 light.
Saw this solution for stopping algae. Is it worth it?

If your tank is cycling you need to be doing more that one pwc per week. The toxin levels may be contributing to the algae bloom since it is a food source for them...and obviously your fish need clean water to survive. Do however many pwc's as it takes to keep your ammonia and no2 at or below .25 at all times. It will help the algae, and also help your fish.
 
I had the same problem. I found out that I had my light on too long. I ended up getting a timer for my light. Light should be on 6-8 hours a day. I also bought a couple of algae-eating fish. They're in heaven and doing a pretty good job of keeping the algae under control.
