Cautions re: a second-hand tank?

I recently bought a used 30 gallon tank set up (glass 30 x 12 x 19 with hood and TopFin 40 filter).

How can I test the seals without filling it up all the way?
Should I just put some sealant on the seams as a precaution?

What else should I be concerned about?

i'd personally fill it up all the way. There's really no way of knowing for sure unless you do that.

Make sure to clean it out really well before you use it. You never know what diseases can lay dormant in there 8O

Even if you do have bad seals it is really easy to re-seal. Theres a great article here on how to do it. I just re-sealed a 45 gal that I found at a garage sale and it doesn't leak at all anymore. Heres the link:
