Cleaning time.

Two now with my new Betta and my tank needs some cleaning along with inside my hob filter . Before last week was just a water changes . Now the plant (live) and silk plant need dusting and maybe a light vaccum any suggestions? I know to rinse my filter in tank water but the back side of the filter seems dirtier than the front so I reversed it.
