Cycled?

New tank- some gravel and water from old tank but mostly new water and gravel.

Thats not cycling. You need an ammonia source.

If the OP add fish now it will become a fish in cycle.

0 nitrite, 0 ammonia, and less than ten nitrate is cycled IMO... unless you JUST added the water and gravel and didn't do anything else. then i would say you should add some pure ammonia and see how much it takes out in 24 hours. now, if you did do that step along with adding the established water and gravel... IMO, stocking slowly at first to give the bacteria colony some time to adjust and you should be ok.
