Cycling help needed

A friend of mine has a 60l tank which has been running now for about 5 weeks, 4 of those weeks with 4 neon tetras in (advised by his LFS) the problem he's having is that his ammonia is stuck at 0.25 and has been for 3 weeks but the level of nitrites and nitrates is still at zero. I suggested doing 10% water changes every 3 days to keep the ammonia down. But he's still getting no nitrites. So were just wondering what the next step should be to aid the cycling process?
 
The 4 neons are probably not making much waste. Generally testing and waiting is all you can do. To get a good biofilter going, the neons should be returned and a good fishless cycle started.
 
Unfortunately the store won't allow him to return them. What if he got another fish that created abit more waste n changes the water more regulary? Would this help?
