Decent Aeration with Low Water Current

I'm planning on starting a tank with two schools of tetras, whom I intend to breed. In order to create preferable conditions, I've read that they prefer a low current rate in the tank, like the Amazon from which they came. I'm also concerned about keeping my tank properly aerated because I will have many plants in the tank as well. How do I keep the tank current slow but also even as well as properly aerate the tank?
 
I think people underestimate how well a filter aerates a tank. I have a high-light 20H with an AC30 HOB and pressurized CO2 injection. I routinely fill the tank up so the water is touching most of the glass canopy, limiting surface agitation and CO2 loss. I also have a fairly heavy stocking of fish and I've never seen them gasping at the surface.
