Do hanging filters provide oxygen to fish?

Ok so I have a hanging filter right? Alright the question is my water is low enough to provide little bubbles of air to get into the tank. Does this count as oxygen for the fish? Of course its not super low cause I raised the filter just a little bit. Should I leave it there and let and do what it does or should I lower it daily again.
 
Not sure on these (hang on back external filter?). Anything which breaks the water surface will help with aerating and circulating the water.
 
If it is moving the water causing surface agitation then yes it is providing aeration.

Like stated, anything agitating the surface, whether it is the wind, a filter, or throwing pellets in the water, will provide some oxygen.
