Do I remove the film of brownish stuff growing inside filter?

Hi, I'm just starting up my tank with a fishless cycle using a shrimp/prawn (no liquid ammonia due to restriction in my country). I'm roughly halfway through the cycle, about 2 weeks in, and tonight I pulled apart the filter and noticed a light to medium build-up or film of gooey brownish green stuff (but more on the brownish side) inside the filter. The filter is the type that has low-flow jets dropping water into the tank, it has a sponge and a small container of carbon or graphite (not sure exactly what it is-looks like the stuff in pencils). Inside the impeller, parts of the plastic and the carbon container is this stuff I mentioned. My question: do I remove this and wipe it all away or is it 'good', beneficial bacteria and do I just leave it be? Is beneficial bacteria something that can be seen with the naked eye?
