Eco-complete and the cycle

I'm starting a new tank, and I plan to go eco-complete or similar alternative. My question; do I add eco, then water, and start my cycle, or should I cycle with a glass bottom, then add eco once the cycle is complete?
 
I would add Eco-Complete first and then your water and plants. Eco-Complete says on the package that it is packed with beneficial bacteria and having plants in the tank should help getting the cycle going.
 
Put Eco in first, then plant it. You probably won't even see a cycle, as the plants will take care of it for you. Just have lots of fast-growing stem plants.

this is what i just did starting my 20 gallon and i'm on day 9. the tank is almost fully cycled and the spikes have been tiny... i have about 20-25 plants in my tank.
