Is it possible to take grass shrimp from the brackish water bay into a freshwater tank or would that kill them/be illegal?

I would say to keep them in brackish water......same as they came from. But who knows....you might be able to acclimate them to fresh water.
As for being illegal........You might want to check out your local Division of Wildlife or Fish & Game Department to make sure it is legal. The link below might help:
