Having Problems Cycling A 10 Gallon Tank

I've been doing a fishless cycle in my 10 gallon tank for about 3-4 weeks now, using fish food at first, then I bought Ammonium Chloride and added 6 drops, assuming I didn't need to add 10 drops since there was some fish food in there.

I tested the water using the API Master Test Kit and here are my results:

pH: 7.5 ppm
Ammonia: 4.0 ppm
Nitrite: 0 ppm
Nitrate: 0 ppm

I did a 40% water change 2 days ago and the results haven't changed.
I added dechlorinator to the water before adding it to my tank, and I also added API Quick Start as well. I have a 50 watt heater and an Aqua-Tech filter.

Any advice is appreciated! :)
