I have a 30 gallon with 1 female gold gourami and 3 platies. Could i possibly add a pair of gold rams?

You could easily add a pair of gold rams but no more than that.

In a 30g tank depending on your filtration and how big a WC you do weekly you can easily add a pair of rams and still have some stocking options open.

I have a penguin 60 gallon biowheel. And I do 25% water changes.

If you want to add a few more fish depending on the species just up your WC to 50% weekly and you should be fine.
