Help With Stocking Please !! :D

Hi,
I wan't to get 10 neon tetra and 2 German Blue Rams. My Mom wont let me have a big tank so I'm trying to keep it as small as possible. Is it ok to keep the above fish in a 15 us gallon tank?

GBR shouldn't be in anything less than 20g.
