How often should I clean my tank?

In a 25 gallon, planted tank with good filtration.

I really want to breed my neon tetras and it says to mimic rain water by building up the nitrates and suddenly bringing them down again. Right now, I clean the tank 15% once a week. Will it trigger their spawning if I clean the tank 30% once a month? If that is too dirty, will 20% once every two weeks trigger them to spawn? I could try freezing a block of tank water and put it in the tank to lower the temperature.

My neon tetras haven't bred yet so what can I do?

I cannot believe making the water unhealthy will help with breeding.

Neons are NOT easy to breed.

And yes, the breeding section is more important.

I saw breeding activity after my weekly water changes.
