how to create enough oxygen

Hello I am new to this site and forum. I just purchased a 200 gallon tank set up. I am running 2 750 canister filters, 2 powerheads and 2 bubble stones. I have added a few fish and when added they acted as if they were gasping for air. Thats when I added the bibble stones. My question is, is the input from the cannisters and the power heads creating enough oxygen. I have moving water although no sign of bubbles with out the stones.

You definitely have enough O2 going into the tank. Gasping is probably due to high levels of ammonia or nitrites.

How long has this tank been set up as it doesn't sound like it has cycled?
Have you tested your water parameters (ammonia, nitrite, nitrate and ph)?
 
Surface agitation is the key to oxygen from what I understand. What kind of fish and how many have you added? How long has your tank been setup, cycled?
