Maybe a dumb question but........

I was in the process of setting up of a new tank have the substrate, deco, heater, air stone in but never got to the filter or the seeding material from my other tank. We were called out of town unexpectedly for a funeral for a few days and so I just left it can I continue on with the filter and stuff or do I need to start over with new water? It is looking a bit cloudy.
