My ammonia readings stay the same!

I was pushed in to doing a fish in cycle on my 45 gallon tank. I test my water daily with the API test kit. Just two days ago I got an ammonia reading of .25, so I did a 30% water change. The next day I got another reading of .25 so I did a 50% water change. This time I decided to test the water immediatly after and no change?
 
Can you please test your tap water for ammonia, nitrite and nitrate? It's likely your tap has some amount of chloramines in it which is why you did see any drops in ammonia after a water change.
 
Agree. Test your Tap water against distilled water also. Many suppliers you chloramines now as Jlk says. Chloramines are a mixture of chlorine and ammonia. Dechlorinator releases the ammonia.
