Yikes, that's not at all what most people use in a saltwater tank. Looks like it might be ok to use.

I don't "treat" rocks, I think that's kind of ridiculous for the most part. A good rinse and scrub and they are ready to go.
 
I have 4 stones, should I use the 4th to clog up the back?
 
Just make a cave with them however you want. If it's not stable, use silicone to glue the rocks together outside of the tank. Let it cure for a couple of days before putting it back in.

As for the light, it's a fluorescent perfecto light. It's duly old, it says it was made in 1997. Will it work?
 
Java moss and Java fern will grow in there.

It works when I turn it on, but will it be enough light is what I mean to say.
 
Could I put an amazon sword plant or anything besides java moss and fern?
 
What kind if bulb is in it? Can you get the measurements of the tank? Mainly height.
 
Standard 30 long dimensions. I'm guessing the light is a T8. It isn't a lot of light, but you might get an amazon sword to survive. Water sprite or pennywort are great floating plants, and Java fern, anubias and Java moss can fill the rest of the tank.
