from what I see the only 48" of fixture they have is:
2x65w so a total of 130w with a 60g tank x 2wpg is 120 so I'm over by 10 well tihs make a difference?

For a 20G, you are looking for no more than 40W. 30W-40W range is preferable [acronym:d40825c3dd="In my opinion"]IMO[/acronym:d40825c3dd]. Anything higher than that you will need [acronym:d40825c3dd="Carbon dioxide"]CO2[/acronym:d40825c3dd]. But as for the actinic, it's used more in salt water tanks than freshwater tanks for the same reason Jchillin said, it's debatable as to whether or not it promotes plant growth.

I find it compacts growth, the light penetrates so well that everything stays low to the ground.. I have a 50/50 bulb at the front and my anubias started putting up 3-4mm leaves (pretty neat) but the fish eat them.

the light fixture is not for my current 20g tank, it is for my up in coming 60g or if i ever find it 75g long or about.
