New 50L tank under cycling

So I'm in a process of cycling my tank. I had this tank before and never knew anything about cycling and all my fishes had severe cotton wool disease and all died.
Now i have cleaned it up and restarted.
It's been 10 days. Ordering a test kit soon.
I added fish food and i see that some fungus type growth on the food again. Is it normal? I mean idk where is this fungus coming from?
I have another betta tank with same water source, but this fungus issue in the bigger tank.

Any suggestions? Or is this what it's like while we start with the cycling?

It is rotting and fungus is the way it happens. You can scoop it out.

The link in my signature has a great guide for fish keeping. You might be able to gain some bits of information which will be helpful. There is a really good link for following a fishless cycle too.

New to FW fish? First tank in a long time or EVER??? Need some info on keeping fish?
