Newish tank what to do

His is a new tank gravel and decor but the filter is cycled also I can put old water in it from the tank above it it is to be a grow out for chichlid fry

Water contains little to no BB, the filter in itself will be just fine.

So can I place fish in straight up or will I need to still do a cycle.

I'd personally let the tank run for 24 hrs, test the water and take it from there, I've started 3 tanks this way.. I've added fish after the 24 hrs but tested twice daily after and changed water as needed
