Nitrites Out of Control

So I have set up my 29 gal tank with Flourite Black substrate for live plants. After the substrate had settled I decided to add some live plants to give the tank an everglades theme. I cannot get the nitrites and nitrate level to go down so I can go ahead and start adding fish. The tank has been set up for about 4 weeks now and for some reason the cycle will not end. My pH is great and my ammonia is less than .1ppm. I also have been adding Nite-Out to the tank in the recommended doses to bring these levels down but they will not drop. Please help.
 
How is your tank doing now? From memory 1ppm ammonia gives 3 ppm nitrites. Also some tanks take up to 2 months to cycle.
