I have a 10 gallon freshwater tank.
I've been changing out 2 gallons of water once a week. I usually add enough dechlorinator for 2 gallons into the tap water before adding it to the aquarium.
I was reading this article:
Guide to Starting a Freshwater Aquarium
And in section 14 it says:
Have I been doing it wrong? Should I be adding enough dechlorinator for 10 gallons? And should I put it directly in the tank, instead of in the bucket with my 2 gallons of tap water?

If you use a manual changer for water changes you will need to dose the aquarium with dechlorinator prior to adding the water and remember to add enough dechlorinator for the entire volume of the tank, not just the water you are replacing.
