Replacing filter media

I have a cannister and a hob running on my 75 gallon. The HOB sponge cartridges seem to be a bit beaten up and need changing. If I am not touching the cannister is it safe to change the sponges on the HOB without causing the tank to cycle again?

Yes, your canister has plenty to hold and carry over and help seed the new media, if your concerned you can always cut some and place it along the new media in the HOB, that's what I do.
