I have a cycled 37 gallon and I am starting a 10g for my desk at work(mts already starting). I put the filter for the 10g on my 37g and would like to know, how long will it take before the filter has sufficient bacteria growth to support it's own tank? Thanks!
 
Three weeks is usually considered safe. I'd run the filter for the ten on the 37 to get max beneficial bacteria growing in it.
 
Is there anyway I could get the 10 gallon started sooner, like maybe adding a bag of substrate from my cycled tank?
 
Yes you could float a bag of substrate from your 37 to help seed your 10g. It is still going to take a week or so though IMO

+1 i suggest you do both methods cut down on cycling the 10 even more
