Now I can see why you want to keep the 3D rock background. That looks great.

yeah, i really like it, my main concern is the powerhead - i can't really tell if it's too strong for the neons because they just hang around the bottom where it dosen't affect.

Hmm... Neons don't usually hang out at the bottom, so maybe the powerhead is the reason they are doing so in your tank. What kind of filtration are you running? If you have an adequate filter, I might remove the powerhead. I think it is probably overkill for such a small tank.

i'm running a eheim 2013 canister (which dosen't really move the water a great deal), however the air stone gives out alot of bubbles and moves the top of the water alot (it even bubbled over the top until i adjusted it) so perhaps i should try it without the powerhead for a while?!

Looks nice. No need for a powerhead.

I can't say for sure, but from what you are telling me, it doesn't seem like there is any need for it. The only reason you need surface agigation is to keep the water adequately oxygenated. But your airstone should be more than adequate for that task. I would have to say I am of the opinion that the powerhead is not necessary, and is probably creating too much current for such a small tank.
