Starting up QT. betta tank

I'm starting a 2.5g qt tank for my betta. His fins are frayed :-(

I'm getting mixed advise. Some people say i need a filter but still do daily 100% water changes to remove the aquarium salt, others say that as long as i have the heater and do the 100% water change daily all will be fine.

If i do need one, can someone suggest a decent sponge filter for a 2.5g tank? Thank you!

He's currently in the main tank (10g) with 3 neons and a dwarf albino pleco who, at least visually, look healthy.
 
100% daily water changes are good. Indian Almond leaves in the water works wonders. Don't use melafix or bettafix or anything like that, they are gimmick products. Bettas prefer a temp in the high 70's, to about 80. In my opinion if you are changing 100% of the water daily you don't need a filter.
