Still insure about parameters.. Is my tank cycled

Hi everyone.. Sorry another question.. I'm still confused about parameters and how do I know if my tank is cycled.. I have a 20g long tank with low light. A few plants such as java fern.. My tank currently houses

6 female guppies
2 make guppies
6 neon tetras
6 glolight tetras
3 black neon tetras
3 african dwarf frogs

My recent parameters were

Ph 7.2
Ammonia 0
Nitrite 0
Nitrates looked around 20

I then did a 50% wc and now waiting to do another test..

Can someone please explain the normal levels for a dummy like me lol ?

Ammonia and nitrites are perfect at 0 ppm. I'm not an expert but I think a little less nitrates would be better.

20-40 nitrate is ok from what I understand.

Your levels look fine. They would indicate to me a cycled aquarium.
