New tank
Fish at top of tank. Not doing well.

Tap water ph is 7.4 (before any conditioner)

Anything I can do?
 
Well your local fish store could have some things to lower ph

The trace of ammonia isn't good. I'd suggest a water change. Remove half the tank water and replace it with pure, treated tap water. Get some floating plants into the tank too. Brazilian water weed, Hornwort or Pennywort will help keep the water a bit cleaner.

What are the decorations in the tank? Some stones are known to raise ph, which could explain the tank ph being higher than the tap. In general though, that isn't a level to worry about. Most fish will adjust perfectly fine to 8.4. Ph lowering products usually do more harm than good. Once they wear off, the ph swings right back to where it was. The swing is much more deadly than the originally high level. Keep an eye on the ammonia and make sure it doesn't rise much more.
