Tank won't clear

I have a 37 gallon fish tank. It has 2 gold guarami, 1 striped angel fish, and 3 buenos air tetras. I can not get the tank to clear up. I have tried everything. 25 to 50 percent water changes, less feeding, changing the filters, managing the heat, ammonia and nitrate levels, turning off the lights, and everything else. I even started the tank over, and washed the gravel. I have had the tank about 2 months. Could someone please tell me what I'm doing wrong? Thanks...:(
 
37 gallon tank...

This is the best I can get the tank....it will clear up for a few days, and the go back to this.... :banghead:
 
It sounds like your having bacteria blooms, you clean the tank (and thus restarting the cycle) and then it's blooms again soon after. Maybe read up on cycling and stick to a schedule. Don't touch the gravel or filter, keep up with the tests and water changes while you cycle.
