Tank won't clear

I have a 37 gallon fish tank. It has 2 gold guarami, 1 striped angel fish, and 3 buenos air tetras. I can not get the tank to clear up. I have tried everything. 25 to 50 percent water changes, less feeding, changing the filters, managing the heat, ammonia and nitrate levels, turning off the lights, and everything else. I even started the tank over, and washed the gravel. I have had the tank about 2 months. Could someone please tell me what I'm doing wrong? Thanks...

Tank probably isn't cycled especially if you changed out the filter pads.

37 gallon tank...

This is the best I can get the tank....it will clear up for a few days, and the go back to this....

It sounds like your having bacteria blooms, you clean the tank (and thus restarting the cycle) and then it's blooms again soon after. Maybe read up on cycling and stick to a schedule. Don't touch the gravel or filter, keep up with the tests and water changes while you cycle.
