Ugh. Tank won't clear up

What you are seeing are silicates. They should clear out on their own with water changes. If not a silicate problem, what you have is a bacteria bloom which is a good sign in a new tank, but you have to provide a food source and oxygen to keep them alive. At this time you have to decide on a fish or fishless cycling of the tank. Keep up with daily partial water changes and watch for a spike in ammonia. If you decide to add fish, keep the number very small (1 or 2) and the rest will take care of itself. Additionally, a heavily planted tank cycles faster.
