Today, reading the back of the bottle confused me.
It says:

To Remove chlorine and detoxify heavy metals:
Add 1ml per 20 Gal.

To detoxify chloramines (break the chloramine bond):
Add 1ml per 5 Gal.

I am on city tap water. I've always used the 1ml per 5gal formula on my 10gal, but I am cycling my 60 gal, and I was wondering if I was doing the right thing? Any advice?

I agree. Go with 1ml per 5 gal if you don't know if your tap water is treated with chlorine or chloramine.
You may be able to find out which substance they use on your water suppliers web site.
Most water purveyors are switching to chloramine because it is more persistent than chlorine.
