If it is fishless, not necessary as long as you are maintaining your ammonia levels. If you add too much ammonia it can slow the cycle so that would be the only time I can think of.
 
With fish 10 to 15% percent weekly water change or if the ammonia or nitrites gets to dangerous levels.
Dont let ammonia or nitrites get much over 4.0ppm. 2 weeks of the cycling I had to do 10% changes twice weekly.
