Water flow too strong for red cherry shrimp?

I recently bought a 29 gallon tank. I got a biowheel from an established tank and put in water with some goldfishes 2 weeks ago. I traded out the goldfishes a few days ago for 40 red cherry shrimps.

I don't want to lose any young shrimp, so I put a net over the intake. It does a great job, but I think its causing difficulty swimming for the shrimps. Then I tried putting a sponge over the intake. That made the water flow very slowly and shrimp poop would sit at the bottom of the tank. Its a bare tank, but I'm getting some decorations and live plants shipped to my home right now.

Any suggestion?
