whats a good filter for 40 gallon b

Am new a this hobby. Dont know what filter i should buy. The tetra ex70. has good and bad reviews.

Do you know about cycling a fish tank?
I have had good experience with the tetra ex series. Maybe others haven't.

I know a little about the cycle. I have read that if i have a tank that has been trought the cycle already can help me for the new one with the good bacteria. Dont exatly know how to do it.

AC 70 is a great and easy filter to use.
